Dan Baker, President

Dan Baker is a co-owner of Baker Utility Partners. With over 20 years of experience in this industry, Dan has been pleased to come together with his father, Steve Baker to form a new take on a business that’s surrounded his family since the 1970s. Baker Utility Partners allows him to combine his experience with his passion for utility locating and consulting creating an elite, honest, and customer-care driven business.

Dan has been an integral part of two other major subsurface utility locating firms throughout his career.  As district manager he gained experience in day-to-day operations including overseeing quality and profitability aspects of the company.  He was responsible for employee development where he was able to train and share his knowledge with new locators.  He also was involved with customer service, which he enjoyed meeting such an array of people while developing his own consulting skills.  As vice president of operations his responsibilities grew to overseeing daily operations of the company, which trigged his interest for business development, management and his own entrepreneurial ventures.

Dan served as district manager for SM&P Utility Resources Inc., the first company in the country to provide utility locating services on a contract basis.  This was a meaningful position to start Dan’s career as SM&P Utility Resources Inc. was originally started in 1973 by his father and uncles.  This provided Dan with pride and a natural enthusiasm for this industry.

Over the years, Dan has been a participant with the Southeast Wisconsin Damage Prevention Council as well as the Indiana Damage Prevention Council.

Dan graduated from Indiana University in 1995 with a degree in public affairs.  Aside from locating, Dan is an avid outdoorsman who enjoys hunting and fishing.  In addition, he’s a devoted golfer, a sport he and his wife thoroughly enjoy.

Steve Baker, VP of Training & Consulting

Steve Baker, co-owner of Baker Utility Partners, has experience in underground utilities stretching back more than 40 years. He co-founded what became SM&P Utility Resources, Inc. in 1973. The company steadily grew in size and revenues, and in 1985 expanded to serve nationwide. In 1993, SM&P was acquired by the Indianapolis Water Company and Steve was named its President. Under his leadership, the company continued to grow, employing 1,200 workers.

Steve retired from SM&P Utility Resources Inc. in 1997, but soon began a consulting service for the underground utility damage prevention community.

Born and raised in the Indianapolis metropolitan area, Steve graduated from Arlington High School in 1967 where he went on to attend Indiana University in Bloomington from 1967-1969.

Steve served as a medical corpsman in the U.S. Navy from 1969-1973 and was based in Bethesda, Maryland. Steve is a Vietnam veteran. During his time in the military, he was chosen as one of four medical corpsmen to be a member of the first human organ transplant team in the U.S. Navy. He was awarded the Navy Achievement Medal in March 1972.

With Steve’s extensive experience and knowledge of this industry, he has been invited as a speaker at several conferences including recent events such as the 2013 Indiana Contractors Association Conference and the 2014 Indiana Energy Association Conference. He has also presented at the Common Ground Alliance annual symposium in 2015 and 2016.

Baker Utility Partners has a contract with the Indiana Utility Regulatory Commission through which Steve conducts the training in Indiana for companies that damage underground pipeline facilities and did so in violation of the state dig law.

Steve is heavily active in the community and is the current chairman of the Central Indiana Damage Prevention Council. Additionally, he has twice served as a member of the board of directors for Conner Prairie Interactive History Park in Fishers, Indiana.

An avid golfer, Steve first became a volunteer member of the Indiana Golf Foundation Board of Directors in 1998. He served as its President from 2000–2012 and remains to be a current member of the board. He also served as President for the Indiana Golf Association from 2008-2010. Steve has been a Co-General Chairman for the 2009 USGA Senior Open at Crooked Stick Golf Club in Carmel, Indiana as well as most recently the 2014 USGA Women’s Mid-Amateur at Harbor Trees Golf Club in Noblesville, Indiana.

Steve currently resides in Noblesville, Indiana with his wife.

Aaron Reitz, VP of Business Development

Aaron Reitz is a co-owner of Baker Utility Partners and has been involved in the business as investor and advisor since shortly after the business was founded in 2011. Today he takes a more active role in strategy and business development.

Most Recently Aaron served as President for KeyBank in central Indiana. He has held other executive and leadership roles at Key running both Key Private Bank and Key’s Commercial and Corporate Banking divisions in the Indiana market. Before joining Key in 2010, Aaron served as Senior Vice President and Market Executive at National City/PNC in Cleveland and Indianapolis for 7 years. Prior to his career in banking, he worked in Institutional Investments and Corporate Finance.

Aaron earned a Bachelor of Business Administration degree from Cleveland State University and has completed an Executive Education Program at the Wharton School of Business at the University of Pennsylvania. In the past, Aaron has been a member of the Association for Investment Management and Research (AIMR), as well as the Investment Management Consultants Association (IMCA).

Community involvement is very important to Aaron. His current and historical board and advisory involvement include the American Heart Association, Central Indiana Community Foundation, Cleveland Catholic Charities, Rosemary Center of Cleveland, Avon Lake Economic Development Advisory Board, Our Lady of Mount Carmel Church and School, Marian University, Indianapolis 500 Festival Board Member, Indianapolis Neighborhood Housing Partnership Board Member, Indianapolis Chamber of Commerce Board Member, Greater Indianapolis Progress Committee Board Member.

Rick Jacobs, Director of Operations

Rick Jacobs, Director of Operations at Baker Utility Partners, is a key member of the leadership team bringing 25 years of utility locating and placement industry experience to the table. He has filled a wide range of roles throughout his career which offers our clients and team in the field a unique depth of experience to draw upon. During Rick’s career he has held the following positions: Utility Locator, Trainer, Damage Investigator, Claims Manager, Project Manager, Area Supervisor, District Manager, Regional Manager, and Director of Operations.

Rick has extensive experience in every aspect of Subsurface Engineering for utilities within the Public and Private sectors throughout the United States. During his tenure, he has utilized a wide array of equipment including: Electro Magnetic locating devices, Ground Penetrating Radar, Vacuum Excavation, Mapping utilizing GPS data, along with Fiber Optic and copper splicing and testing equipment. He has also consulted on utility engineering, placement, and equipment as well as providing training for companies completing their own utility testing and locating. 

Rick boasts an impressive list of qualifications and completed training that include:

  • Operator Qualified for Gas, Water, Electric, Phone, CATV, and Sewer facilities
  • Operator Qualified for operation of Ground Penetrating Radar and Concrete Radar operation and analysis of data
  • Operator Qualified for Electro Magnetic Locating Devices
  • Operator Qualified for Trimble GIS data units
  • Completed train the trainer program for EXFO Fiber Optic Test Equipment
  • Completed training for operation of Fitel line of Fiber Optic splicing equipment
  • Completed training for operation of Vermeer Vacuum Excavation Units
  • Participated in the design and roll out of technician training program for one of the Largest Utility locating companies in the United States
  • Managed multiple state operations in various capacities including; operation start-up, on-going operations, and operational integration of multiple mergers and acquisitions
